The problem
Contractors compute certificates in spreadsheets, and executed items are tied to neither the BOQ nor procurement — so money is spent against an exhausted line or a quantity is billed twice.
What we built
BOQ, contract and certificate are linked: each line carries contracted, executed and remaining quantities, and the certificate is generated from what was executed rather than typed. A data-quality screen surfaces inconsistencies before they become lost money.
